UPDATE: 1 February 2016 Order No 3-32(1.5 E) of the Minister of Transport and Communications of the Republic of Lithuania approves the Regulations on the training of pleasure craft pilots, acquisition of competence and issuance of qualification documents, which will enter into force on 1 May 2016.
According to these Regulations, the document certifying the competence of pilots of motorised pleasure craft with an engine power of 10 hp (7.4 kW) or less, sailing in the inland waters of the Republic of Lithuania (excluding the water area of the Klaipėda State Seaport), will be optional.
All pilots of motorised pleasure craft will be issued with qualification documents entitling them to operate motorised pleasure craft of unlimited engine power, and the documents issued entitling them to operate motorised pleasure craft of engine power not exceeding 50 hp or 150 hp will be amended accordingly.
New for seafarers: from 1 May 2016, skippers, chief mates or chief mate on duty will be entitled to operate motorised pleasure craft in the internal waters of the Republic of Lithuania and within the territorial sea.

What is compulsory on a rowing or motor boat?
Rowing boats (except inflatable boats) must have:
1. life jackets for each person on board;
2. a lifebuoy with a floating lifeline of 30 metres.
Inflatable boats shall be equipped with a 30 m long floating rope with a loop, in addition to a lifebuoy and a lifejacket for each person on board.
Motor pleasure craft, personal watercraft and small craft under 10 m in length must have:
1. lifejackets for all crew members and other persons on board;
2. a sufficient number of lifebuoys with floating lifelines of 30 m in length;
3. an anchor in the bow;
4. for engines up to 4 kW (5,4 hp), a 1,5 m x 2 m fire canvas;
5. for engines above 4 kW (5,4 hp), one portable powder fire extinguisher with a charge of not less than 2 kg and a 1,5 m x 2 m fire cloth;
6. a dewatering system (hand pump, shovel);
7. a cob;
